Abstract : The aircraft turbine engine Component Improvement Program (CIP) is an important element in the acquisition and maturation of engines for military aircraft and helicopter applications. This report presents the results of an investigation into the role of CIP, its value to the military services, and the feasibility and practicality of certain policy options including: 1) transitioning CIP to the private sector, 2) competing CIP in whole or in part, and 3) comparing CIP to airframe and avionics engineering change processes. Recommendations for future actions are included.
