Abstract : The effectiveness of a Ballistic Missile Defense layer of Space-Based Kinetic Kill Vehicles is examined relative to a threat with increasing numbers of Fast-Burn Boosters over the years 1994-2004. A methodology for evaluating Ballistic Missile Defense layer effectiveness and required deployment rates over time is developed.
