Abstract : Chapter 2 provides a background on: Soviet contextual, ideological, and political differences as they apply to the Soviet view of deterrence; the Soviet concept, as opposed to the U.S. concept, of SDI: and Soviet political/technological responses to SDI. Chapter 3 presents the current evolution of the MCES methodology. In Chapter 4, the MCES methodology is applied to the political aspects of SDI, modifying the workshop results as necessary to incorporate the Soviet background information presented in Chapter 2. The outcome of this chapter is five MOPE's, along with three surrogate measures. Chapter 5 further develops three of the measures presented in Chapter 4, and presents a means of quantifying these measures. Chapter 6 contains conclusions and recommendations.
