Abstract : The short time available to attack ballistic missiles with a Strategic Defense Initiative (SDI) weapon system will preclude traditional national level decision making. A unique command and control (C2) concept is required to best serve the balance between effectiveness and weapon system safety. This article develops that concept with a blend of autonomous operation with man in the loop and advocates early resolution to ensure C2 strategy and tactics push technology development.
