Abstract : This thesis is an analysis of the U.S. Coast Guard budget to determine if the Coast Guard receives its 'Fair Share' of the Federal Budget. The Coast Guard share of the budget is compared to the budgets for the Department of Transportation, the Department of Defense, and the flexible portion of the Federal Budget. The fiscal years 1976-1986 comprise the time frame for the study. The incremental differences in the annual budgets are converted to percentage terms for comparison. The budgets are analyzed in annual fiscal year dollars and converted to constant FY-82 dollars for further analysis and comparison. Both Budget Authority and Budget Outlays are considered. Statistical and subjective analysis of the data concludes that the Coast Guard does not receive its 'Fair Share' of the budget over time.
