Abstract : This research paper evaluates the effect the deactivation of the 17 TRS had on USAFE's capability to conduct its peacetime tactical reconnaissance mission. Total USAFE peacetime tactical reconnaissance requirements are quantified. The 17 TRS portion of the requirement is determined. Other non USAFE reconnaissance systems, such as national strategic weapon systems and satellites and NATO foreign reconnaissance weapon systems are considered. A methodology to assess the impact is developed and a determination is made by mission type as to whether the deactivation impacted USAFE adversely, positively, or not at all.
