Abstract : DOD now relies on the communities near military installations as the primary source of housing for military personnel. It is increasingly important to know the availability of adequate community housing for this reason. DOD developed a survey procedure to determine the availability and gave it to the Navy to administer. The Army built on this system and formulated an analysis procedure to select the best alternative for providing housing when the community had insufficient assets. Both systems are currently under revision to address deficiencies found in the original methods. This study investigates the present methods and the proposed changes in order to build a better method than is currently available. The study concludes by outlining a new system which builds on the strengths of the present systems and addresses deficiencies in those methods.
