Abstract : The Chinese leadership in 1978, as a consequence of the Cultural Revolution, outlined a modernization strategy to initially feed its ever-increasing population, and subsequently to develop China's industrial capabilities. The ultimate goal of this modernization was to join the ranks of the developed nations by the middle of the next century. This paper will assess the success of the modernization strategy and the challenges China will present to the United States as she joins the industrialized ranks.
