Abstract : This report was prepared in response to the FY 1988 Appropriations Conferees direction in House Report 100-498, which included the following statement: Joint Civil Military Use of Airfields. The conferees direct the Federal Aviation Administration to study the technical feasibility of joint civil military aviation use at El Toro Marine Base, California; Selfridge Field, Michigan; and Scott Air Force Base, Illinois. This study should consider airfield, terminal, and access issues, and any previous studies conducted by Federal, State, regional or local authorities that evaluate the short-and long-term importance of using these facilities to alleviate the shortage of civil airport and airspace capacity. The FAA shall report to the House and Senate Committees on Appropriations not later than March 31, 1988, and, if joint-use is determined to be technically feasible, the FAA shall recommend those steps that are necessary to implement joint-use agreements. The report was prepared by the FAA with the cooperation of the Department of Defense. FAA specialists in airport planning and air traffic control reviewed prior studies and visited each airfield, meeting the local officials, transportation planners, and representatives of the military. The FAA assessed the civil demand at each airfield and described a possible approach to meeting that demand through joint use.
