Abstract : Following the establishment of diplomatic relations between the United States and the People's Republic of China in 1979, many people in both countries looked forward to the rapid transfer of technology between the two countries. On the Chinese side, the hopes were to modernize rapidly, leapfrogging the slow development process followed by most other nations. For their part, many Americans saw not only a potential market of over one billion but also a chance to play the China card against the Soviet Union. This study focuses on China's acquisition and use of foreign technology in the aviation industry, pointing out the patterns of Chinese behavior in these transactions.
