Abstract : The National Guard entered the twentieth century with an uncertain future. From 1902 through 1933, the United States Congress enacted legislation that would have a profound impact on the future of the National Guard. The last of these acts was the 1933 National Guard Bill. Information was gathered by reviewing literature and conducting a policy trace of this bill from its formulation in the National Guard Association through the signature of President Roosevelt. The article concludes with a short discussion about the necessity of the legislation in light of today's knowledge.
