Abstract : The USAWC is actively seeking the participation of civilian Federal executives as students. The non-defense agencies are reluctant to commit their dollars and the time of their senior leaders to a curriculum that may only minimally benefit the individual in future management and leadership of the agency. The Experiences of one non-defense agency student show that a majority of civilian developmental needs can be met by the Army War College curriculum.
