Abstract : The Defense Acquisition System is the largest business enterprise in the world. In the past a number of high level officials have criticized the Department of Defense (DoD) for its inability to capitalize on the efficiencies inherent in very large businesses. The two most important issues under considerations were the time required to develop and produce war fighting machines and the ultimate costs of the war fighting machine and its supporting equipment. Several studies were conducted by members of Congress, however these studies failed to resolve the issues under consideration. Consequently, the President established a Blue Ribbon Commission to conduct a comprehensive study on the management and organization of the Defense Department. This essay will examine the recommendations of the Commission as they relate to 'the procurement system', and specifically, the five recommendations which support the Commission's objective to 'streamline the acquisition organization and procedures'. An examination of the PEO concept and its implementation provides an insight as to whether or not the Commission was able to make substantial headway in improving the efficiencies of the Army Acquisition System. The implementation of the Commission's recommendations has not made any significant impact on the two major issues under consideration, time and costs.
