Abstract : For some time now top government officials have realized that business-as-usual is no longer acceptable. In this time, of reducing resources and increasing demand, productivity would have to be improved. The Japanese have been providing a guiding beacon and demonstrating that the management theories Americans developed in the '40s and '50s can work. This paper provides some terms and concepts associated with productivity improvement efforts. Its purpose is to provide a common vocabulary. Usually the following steps need to be taken for any goal to be reached: Set the goal, Identify the current situation, Develop a plan to move from the current situation to the goal, Implement the plan.
