Abstract : The Army's current system for the continuing education and leader development of its officers is called the Military Qualification Standards (MQS) System. At present, the system has standards and programs in place for level I (Precommissioning) and level II (Lieutenant). Level III (Captain) is under development and fielding while level IV (Major and Lieutenant Colonel) and level V (MEL-1 Lieutenant Colonel and Colonel) have been put on hold. This study examines two divergent alternatives and proposes a concept for MQS-V, senior level leader development. The paper provides the standards for level-V senior leaders and a program of active continuing education to reach those standards. The paper analyzes the advantages and disadvantages of each of the options and compares the options against nine criteria. The program recommends that senior leaders, in concert with their rater, produce a written, oral, or similar product on a periodic basis which demonstrates their continuing leader development.
