Abstract : The disappearance of the Soviet threat and the current movements towards an European Political Union are the two main external factors which drive European nations to reorganize their security and defense schemes. But in the Spanish case there are additional internal factors which complicate this process. Especially relevant is the lack of an agreed theoretical framework on security and defense issues, compatible with the concepts used by the allied partners. This study shows some problems the Spanish armed forces face in the current situation, as well as a personal approach to an updated security and defense framework for the Spanish armed forces. It is an attempt to explain, to the Spanish audience, the meaning and sequence of the different elements involved in the security policy, from the national interests to the roles of the armed forces, in order to contribute to develop a base of reference for further military measures.
