Abstract : This report examines the resources required to undertake a series of experiments and exercises using a decommissioned Destroyer Escort as proposed in an earlier Feasibility Study. These experiments and exercises are aimed at generating information that will enhance ship survivability during combat. A detailed examination is made of the experimental activities and the personnel and physical resources required for each activity from both Navy and DSTO. A management structure and a detailed programme of activities are proposed. Consideration is given to the attribution of costs and a distinction is made between the resources that might be considered part of a sub-program's normal operations and those that might be considered additional. It is recommended that each sub-program cost its own resources, as identified in this report, and bid for funding in accordance with those expenditures depending on whether they are seen as normal or additional . Consideration is also given to Environmental, Community and Media issues and a number of suggestions are proposed.... Planning, Program management, Trial management.
