Abstract : Environmental assessments help determine compliance with regulations, and the U.S. Air Force's environmental compliance program identifies problems before they are cited as violations. In 1984, the U.S. Army Construction Engineering Research Laboratories (USACERL) and the U.S. Air Force Engineering and Services Center began the Environmental Compliance Assessment and Management Program (ECAMP) to combine Federal, Department of Defense (DOD), and Air Force regulations and documentation of management practices and risk-management issues into checklists with legal requirements and specific items or operations to review. The Worldwide ECAMP incorporates existing checklists from the industry and integrates the Overseas Environmental Baseline Guidance Document (OEBGD), published by the DOD. Worldwide ECAMP includes pertinent information from Air Force regulations (AFRs) and instructions (AFIs), DOD directives and instructions, and management practices (MPs). This manual is intended for use in host nations with no final governing standards. The United Kingdom (UK) manual was developed using the same principles as those for Worldwide ECAMP. It is based on the final governing standards for the UK (FGS-UK), published in 1994, which sets the minimum standards for DOD installations in the UK. This ECAMP manual is based on the FGS-UK and pertinent AFRs, AFIs, DOD directives and instructions, and MPs.
