Abstract : In order to operate effectively in the 199Os and beyond the DoD must improve its management and business processes. To accomplish this, the DoD has just released its 'Corporate Information Management (CIM) Strategic Plan for the 21st Century.' A number of independent studies, relating to CIM, have also recently been completed. This paper compares and evaluates the CIM Strategic Plan, the independent studies, and recognized methodologies of reengineering large organizations. It addresses shortcomings of the CIM Strategic Plan and recommends modifications and additions. Notable among these recommendations is the need to gain support for the Strategic Plan at all levels of the DoD. Additional measures, such as establishing a National Military Advisory Council will help institutionalize the plan at the DoD and ensure its effective implementation. Finally, this paper concludes that reengineering the DoD in accordance with a modified CIM Strategic Plan is feasible.
