Abstract : Congress expanded the EPA's role somewhat through the 1987 amendments to the Clean Water Act--called the Water Quality Act of 1987 --but still left primary responsibility for controlling nonpoint source pollution with the states. Section 319 of the Clean Water Act, as added by the Water Quality Act, required states to assess the extent to which nonpoint sources cause water quality problems and develop management program plans for addressing these problems. EPA was charged with reviewing and approving these assessments and plans, and was authorized to provide grants to the states for implementing these management plans. -BKA
