Abstract : This report presents a framework for using measurement technology to help management make better decisions in developing software intensive systems. The paper presents the principles of quantitative system management and shows how they apply to the system development process. A basic set of system metrics is presented, and the program of systematic measurement applies them within the system development life cycle context. Systematic measurement develops timely and meaningful information by quantifying the software system development process and the product technical performance. Systematic measurement includes the collection, analysis, and application of project, process, and product quantitative information (metrics) to support the attainment of project and management goals. This report lays the foundation for instituting a program of systematic measurement to meet these challenges.
