Abstract : This memorandum discusses six propositions concerning the future of U.S. naval power. These propositions include: navies will retain their comparative advantages; the utility of the U.S. Navy will probably increase; most naval forces will decrease in size; the U.S. will face a quantity gap between force structure and international commitments; unless commitments decrease, readiness will probably suffer; and all U.S. services will increase their capabilities to conduct joint operations.
