Abstract : This GAO Report reviews the use of contract consultants by Federal agencies. Concern had been expressed regarding the government's growing reliance upon consultants to administer its basic work- work that may involve 'inherently governmental functions.'The issues discussed in this report also relate to a broad range of contract services obtained by the government, such as professional, administrative, and management support services.
