Abstract : Remote sensing research and satellite remote sensing technology have been selected by the Japanese government for government-sponsored commercial development. This report provides an overview of some of the remote sensing programs sponsored by the Ministry of International Trade and Industry (MITh), the National Space Development Agency (NASDA), and the Ministry of Education, Science, and Culture (Monbusho). It describes many of the key organizations, evaluates some of their research efforts, and assesses Japanese infrared remote sensing technology. Two Japanese organizations have good research programs in geophysics and remote sensing. The Center for Climate System Research (CCSR) is retrieving cloud properties from satellite data, modeling the effects of clouds on climate, and modeling the East Asian climate. The Meteorological Research Institute (RRI) is developing radiative transfer codes for an inhomogeneous surface beneath a multiply-scattering atmosphere for retrieving land surface characteristics from satellite measurements. Japanese commercial satellite remote sensing technology, currently, is roughly one to two generations behind US capabilities. However, Japan is developing a multispectral remote sensing instrument for a 1998 NASA satellite that will roughly match (or exceed) the capabilities of all existing commercial remote sensing satellite (from any country). It will have three bands in the 0.5 - 0.9 micrometer region with 15 meter pixel size, six bands in the 1.5 - 2.5 micrometer region with 30 meter pixel size, five bands in the 8.0 - 12.0 micrometer region with 90 meter pixel size, and same bit stereo imaging.
