Abstract : The ultimate goal of planning and decision making is for planners and decision makers to develop an optimum plan and arrive at the best solution for a particular problem. No plan is perfect, however, in part because the decision making process is an activity precluded from total objectivity by human factors. One such factor is the profound influence of paradigms on decision makers.
