Abstract : The Congress, as part of the National Defense Authorization Act for Fiscal Year 1993 legislated a series of reform initiatives for the Army national Guard, many of which were prompted by the Desert Shield/Desert Storm operations. The National Guard was directed to establish a personnel account for nondeployable personnel who have not completed the minimum training for deployment do not meet the physical standards for deployment, or are otherwise unavailable for deployment. The Congress also directed the Secretary of Defense to assess the feasibility of implementing these provisions for all six reserve components. LMI was asked by the Assistant Secretary of Defense (Reserve Affairs) to consider whether the congressional provisions regarding nondeployable personnel should be applied to the other reserve components, and compare reserve component practices with personnel accounting procedures in the active forces. Recommendations were made to: improve identification of nondeployable personnel; establish a personnel account in each reserve component for the assignment of nondeployables; and provide additional manpower or funds. else reduce the force structure of the Selected Reserve to compensate for establishing the personnel accounts.
