Abstract : The U.S. Coast Guard, faced with decreasing budget resources, must achieve every operational efficiency possible. The Coast Guard's planning processes and its operational mission execution and acquisition systems, inadequately coordinate historical data and lessons learned. This bars effective learning from cumulative experience and preservation of an institutional memory. An essential first step to adopting operational art is to create and mandate more robust use and management of relevant data. Systems such as CGULLS, a sub-system of JULLS, should be mandated for service wide use as a compatible computer terminal system comes on line. By adopting operational art concepts and systems, based on lessons learned and data collection, the Coast Guard can make a more convincing case of its effectiveness in carrying out national mandates and communicating resource needs to Congress.
