Abstract : This study tested and evaluated the energy performance and cost-effectiveness of retrofitting an exterior insulation and finish system (ElFS) to an uninsulated Type 64 (L-shaped) barracks that was normally operated and maintained. A test-reference comparison was established at Fort Carson, CO, between an ElFS retrofitted barracks and a nonretrofitted control building. The two buildings were instrumented and energy performance data were gathered for a 1-year period to identify any energy savings attributable to the retrofit package. Test results indicate that the ElFS retrofit may be cost-effective on barracks in similar climates where general maintenance practices have been improved and the building heating, air-conditioning, and control systems are properly designed, operated, and maintained. Economic analysis of test results for the improved operations indicated that a properly operating L-shaped barracks can be a candidate for a cost-effective ElFS retrofit based on the current costs for building retrofit and escalating energy costs.
