Abstract : Within the broad context of DOD acquisition reform, this paper evaluates a variety of organizational and management alternatives in light of the underlying principle of a Third Wave civilization - information exploitation. It first demonstrates that organizational structure depends upon a unique combination of system and organization characteristics. After highlighting the basics of complexity theory, the paper relates the key tenets of self organization within complexity theory to current management initiatives - teaming, process orientation, system thinking, and strategic planning. It concludes by recommending organizational and management guidance based on the principles of complexity theory and proposes several initiatives that can excite and accelerate reform within the DOD acquisition.
