Abstract : Competition between public and private shipyards has been the subject of considerable debate over the last 10 years. Legislation enacted since 1985 has attempted to increase competition between the two sectors for defense maintenance work and to ensure that the competitions are fair to both sectors. This report responds to your March 2,1994, request for an assessment of the results of these competitions and an analysis of related issues, such as the costs included in competitive bids and factors considered in the bid evaluation process. These issues are summarized below and detailed in appendix 1. Also, as you asked, we include background information on the Navy's public-private competition program for surface ships and submarine repair in appendix II.
