Abstract : The guidelines for evaluating modifications of existing dams related to hydrologic deficiencies currently represent an incomplete and partial fulfillment of an evaluation approach agreed to by the office of the Secretary of the Army (CW) and the Office of the Chief of Engineers. The broad evaluation philosophy and basis for a two-phased procedure is covered in the DAEN-CW/DAEN-EC Policy letter of 8 April 1985 (Appendix B). The "Guidelines" focus exclusively on procedures which serve to quantify the evaluation principles that underlie the first phase of analysis expressed in the policy letter. As a descriptive convenience, the first phase has been termed hazard assessment in order to separate it from the more formal, analytically oriented risk-analysis phase, which would only be warrented under certain conditions.
