Abstract : The author examines the Alliance's New Strategic Concept, which represents a dramatic departure from past strategies and is NATO's starting point for the 21st century. Consensus on goals and implementing concepts that underpin the strategic concept was but one key milestone on NATO's transition to the post-Cold War era. Focus on military forces alone will not answer NATO's strategic challenge.
