Abstract : This report presents the results of the Feasibility Study (FS) performed for the Ammunition Demolition Activity (ADA) Area of Umatilla Depot Activity (UMDA) near Hermiston, Oregon. From 1945 to the present, ordnance and other solid wastes generated at UMDA were bumed, detonated, or otherwise disposed of (by dumping or burial) at the ADA. Twenty sites at which these activities were or are still being conducted, have been identified. As a result of these activities, soil at the ADA is contaminated with a variety of chemical compounds (including explosives and pesticides) and metals. In addition, there are unnnown quantities of unexploded ordnance (UXO) on the surface and in the subsurface of the ADA. This Feasibility Study addresses the contamination of soil at the ADA; develops objectives for soil remediation; and identifies, develops, screens, and evaluates soil remedial action alternatives. Basic components of the remedial alternatives subjected to a detailed evaluation for contaminated soil at the ADA include: No Action; Institutional Control (with and without UXO clearance); Containment; On-Site Stabilization/Solidification; On-Site Incineration and Stabilization/Solidification; and Off-Site Treatment and Disposal. An evaluation of remedial alternatives was conducted addressing the response of the alternatives to specific criteria including: Protection of human health and the envimnment; compliance with Applicable or Relevant and Appropriate Requirements (ARARs); Long-term effectiveness and permanence; reduction of toxicity, mobility, and volume t%irough treatment; short-term effectiveness; implementability; and cost.
