Abstract : This study was undertaken to support the basic construct of Annex P (Military Support to U.S. Civil Authorities) to the Joint Strategic Capabilities Plan of the Joint Chiefs of Staff. The study examines the objectives, regulations, and limitations of the Civil-Military Cooperative Program (CMCAP), the nature of the constitutional relations between the U.S. military and federal and state authorities throughout American history, and the controversy over the potential impact of the CMCAP on civil-military relations and the military capability of the U.S. Armed Forces. An appendix provides a chronology of military operations in support of civil authorities throughout American history, indicating if any of these operations were outside the intended constitutional role of the U.S. Armed Forces.
