Abstract : This Manual is a reference manual on how to develop each of the summary level stratification matrices. The objective is to provide the standard specifications for the mandatory Secondary Item Stratifications to ensure comparable results among all DoD Components. At the time of publication of this Manual, it is recognized that much of the detail data is not available from the current requirements and inventory systems in use by the Components. As the detail becomes available with the development and implementation of standard systems, it will be incumbent upon the Components to include that level of detail in the required summary matrices. Until that time, the matrices must at a minimum contain entries on the total lines for each of the levels and other requirements (i.e., Safety Level, Administrative Lead Time, etc.) at the wholesale level of supply. The department is transitioning from a requirements computation system based on supply effectiveness goals to one based on weapon system availability, also known as readiness-based sparing (RBS) Since the latter-approach is still under development, it cannot be fully implemented. However, stock levels established by RBS models shall cover demand- related pipeline and safety-level requirements. Unless otherwise noted, those levels are to be included in the matrices on the lines commonly used for recurring requirements.
