Abstract : This report reviews the Department of Defense (DoD) Competitive Strategies Initiative (CSI) from 1986, when it was formally inaugurated by Secretary of Defense Caspar Weinberger, to the present. The principal focus is an assessment of four major analytic efforts undertaken to support the CSI, namely: Task Force I (mid- to High-intensity global conventional war centered in NATO Europe), Task Force II (U.S. non-nuclear strategic capabilities), the joint War Game Committee's work in determining the validity of the strategies proposed by Task Force I, and the follow-on program of gaming and computer-based combat simulation modeling. Particular attention is given to the analytic methods, tools, techniques, and measures of merit used, including their strengths and weaknesses. Lessons learned are distilled for the purpose of informing future competition planning activities in the DoD and for helping guide the next phase of the present three-phase SAIC program of research and analysis.
