Abstract : The authors discuss the continuing warfare in the former Yugoslavia. Because no one has seemed able to extinguish this fire, it threatens to spread and inflame a general European crisis. Already by late 1994, it was apparent that the danger of continued fighting could fracture the NATO alliance and lead to the spread of the wars in the former Yugoslavia. Because of the continuing urgency and intensity of this crisis, the authors assess how the present situation developed to define its parameters and to suggest where we should and might be going in the future, with a goal of helping to clarify the issues at stake in these wars.
