Abstract : Early in 1989, the President of the United States directed the Secretary of Defense to "...develop a plan to improve the defense procurement process....." In response, a Defense Management Review recommended that those functions involved in contract administration be regrouped into a separate organization whose mission would be the administration of Department of Defense procurement contracts. A task force charged with developing the implementation of this recommendation submitted their reorganization plan to the Under Secretary of Defense for Acquisition in September 1989. Currently, more than 24,000 military and civilian personnel are employed by the military services and the Defense Logistics Agency in contract administration. Implementation of the proposed organization would require major changes in the present defense procurement structure. This Environmental Assessment was prepared to examine the environmental consequences, if any, of the task force's implementation plan. No potentially significant adverse effects that cannot be avoided or fully mitigated were identified.
