Abstract : The Marine Corps Modeling and Simulation Investment Strategy (MCMSIS) is a Total Force Plan that serves as a guide for developing Marine Corps modeling and simulation (M&S) capabilities through Fiscal Year (FY) 2010. It defines enabling M&S capabilities and provides an integrated plan for attaining the eight end states delineated in the Marine Corps Modeling and Simulation Master Plan (M&S Master Plan). This is not a requirements document, but rather a strategy for implementing advanced modeling and simulation, to include distributed simulation, throughout the Marine Corps and across all functional areas. It provides a strategy for taking advantage of the opportunity for the use of M&S provided by technological advances that permit the internetting of various models and simulators with a common synthetic environment to create an interactive distributed simulation. It contains sufficient information to establish a framework wherein the different components required to attain the Marine Corps M&S end states can be developed or obtained. The MCMSIS is written to support program managers and other decision makers involved with the Combat Development Process (CDP) and the Planning, Programming, and Budgeting System (PPBS).
