Abstract : A study was conducted to determine the current'state of knowledge and research on conducting the cost- effectiveness analysis of training (CEAT) in the Department of Defense based on a literature review, analyses, and a survey of subject matter experts. Findings were that (1) CEAT methods are inadequately defined, (2) DoD policy guidance for CEAT is ambiguous, (3) ClEAT procedural guidance is inadequate, and (4) ClEAT programs differ among the Services. ClEAT is not a single method but a family of related methods. The cost analysis part of ClEAT is fairly well defined but methods for performing the related training effectiveness analysis (TEA) are not. The study identified 16 different classes of TEA and no guidance for determining what type of TEA to perform under different conditions. Key DoD instructions are ambiguous about ClEAT requirements and seem to exclude many fraining systems for which ClEAT might be apprnpriate. There is no comprehensive guide on the conduct of ClEAT, and existing procedural guidance is fragmented.
