Abstract : This thesis examines the principles and practices of Total Quality Management. Specific attention is paid to the key points of total quality presented by Dr. Deming, and of those principles and points at work in the US Navy's version of total quality improvement: TQL. Basic and planning tools are explored. Some of the history and results of the US Navy's TQL implementation are discussed. A general proposal is made for implementation of a pilot TQL program on a ROC Navy destroyer command.
