Abstract : The aim of this guidebook is to help small businesses make the transition to a quality culture. The Federal Government, and the Department of Defense (DoD) in particular, are now in the middle of this transition. It seems important for those small businesses who now do business with the DoD, and for those who would like to do business with DoD, to get on line with the rapidly spreading quality movement.
