Abstract : Fiscal year 1986 Defense Appropriations Act (PL-99-190) Section 8110 directs the Department of Defense (DOD) to implement the rehabilitation and conversion of central heating plants to coal firing, where a cost benefit can be realized. To help Army installations comply with this law, the U.S. Army Construction Engineering Research Laboratories (USACERL) has developed the Central Heating Plant Economic Evaluation Program (CHPECON), a PC-based software program that includes a series of screening and life cycle cost estimating models to determine when and where specific coal combustion technologies could be implemented in DOD central heating plants using coal, gas, or oil. This study incorporated several new heating plant options to enhance CHPECON's current retrofit screening and life cycle cost models with a sensitivity analysis capability that may relate to changes in boiler load, fuel price, escalation factors, discount rate, operations and maintenance (O&M) costs, plant life, etc., and also to resolve issues raised during beta testing. An addendum to the User Manual was written to describe the use of enhancements to the program, and recommendations for further program improvement were made.
