Abstract : This thesis is an in depth analysis of the higher costs per flight hour reported from Navy squadrons stationed in Japan. The purpose of the thesis is to identify, analyze and quantify the factors contributing to these higher costs. The study begins with a review of the current Navy funding and reporting systems, and a description of the basic costs of operating Navy aircraft. Then, a direct comparison of maintenance and repair costs is made between the squadrons of three Navy air wings. The analysis includes factors determined to play a major role in raising costs, as well as other minor factors that were uncovered during the research. The thesis concludes with a summary of findings and areas recommended for further study.
