Abstract : This paper discusses the principles of command and control information systems from the point of view of the timely, cost effective supply of information to the commander. It is based on the premise that if the commander requires information to make a decision and the information exists within the ADF, or within allied defence organisations, then the information should be provided to the commander. It is for the commander to define the information needed to dispel the 'fog of war'. It gives a definition for interoperability in this context and describes a model for information systems interoperability. It goes on to discuss the concept of a common operating environment in terms of what it is, why is it needed, what it looks like and how it may be implemented.
