Abstract : This is an examination of the Navy's two white papers, '. . . From the Sea,' and 'Forward. . . From the Sea.' This paper looks at the areas not addressed and some possible uses for the U.S. Coast Guard in the planning and executing of operations by an Operational Commander. The Navy has called upon the Coast Guard in the past to satisfy requirement areas it was unable to fill, yet today there is still little planning by the Navy that includes the U.S. Coast Guard. The need for the inclusion of the Coast Guard in naval planning is as relevant today as ever. As the U.S. military moves toward regional conflicts and 'Forward... From the Sea,' it is imperative that all naval services are included in the planning and executing of operations. As the United States expands our interaction with littoral nations beyond traditional military to military scenarios, and expands U.S. presence and contact with other nations, the Coast Guard is one option for consideration by a CINC. By formalizing the way the Navy and Coast Guard conduct joint operations, the services can together mutually support and coordinate operations.
