Abstract : Many present-day warfare theorists suggest the combination of precision weapons and sustained air attack have ushered in a 'revolution' in warfare. Was the Desert Storm air operation truly a revolution in warfare? Was it a sudden and fundamental change in the way we visualize war? This essay compares the design of the Combined Bomber Offensive versus Nazi Germany with the Desert Storm air operation, demonstrating striking similarities between both operations, and concludes an evolution, not revolution, has brought about our current operational capabilities.
