Abstract : It is important that operations be correctly linked to tactics and strategy. Effective tactics must support operations or else the operation may fail. Likewise, a sound operation must support a feasible strategy. If any one level of the three levels of war fall short, then the ultimate result may be strategic failure. The Allied naval effort to force the Dardanelles Strait in 1915 provides a good case study of this linkage. The operations--strategy link was sound but the tactics-- operations link was not and hence the overall strategy failed.
