Abstract : This study begins with an overview of the emerging characteristics of the dynamic post-Cold War national security environment. Subsequent sections first highlight the rationale for continuing to reshape the national security process to correspond more closely to the new global environment and then outline several specific proposals to that end. The merit of these proposals derives from their focused objective of ensuring that the process is sufficiently comprehensive, systematic, future-oriented, and objective. While the highest national security premium must always be placed on principled and enlightened senior leadership, process initiatives such as those outlined may contribute to a Washington climate generally more conducive to political courage in the face of tomorrow's looming national security imperatives.
