Abstract : The U.S. industrial base is a key element of our national security. Today as force structure is being reduced and the defense budget continues to shrink, we must employ actions and initiatives necessary to reshape the industrial base. This paper recommends acquisition reform measures and policies required to preserve, protect, or develop industrial base capabilities into the 21st century. Acquisition reform is needed to reduce acquisition costs in order to save money for DoD's investment account. These savings will come from removing government unique requirements from the acquisition process. To fight and win our nation's wars, we must get the most for our money to buy weapon systems to support the warfighting CINCs.
